Enclosure No. 2.

REPORT OF THE SALARIES COMISSION, 1929.
Summary of the Consensus of Opinion Expressed to a
Special Committee of the Hong Kong General Chamber of
Commerce by
1.
The heads of Firms and Companies which are large
employers of labour in the Colony.
The present emoluments of Senior Officers, including Senior Cadets are considered adequate, with a few
exceptions which might be specially considered
individually. The present method of arriving at the
dollar equivalent of their salaries is considered
suitable.
2. The remuneration of the Junior Clerical Service is
considered to compare very favourably with present
commercial rates, and not to call for general increase.
3. Agreement is expressed with the view of the Labour
Advisory Board that present Government rates of pay for artisans and similar workers compare favourably
with commercial rates; that the proposed increases
are not justified, and if put into effect would lead
to serious dislocation of wages throughout the Colony.
4. Opposition to adoption of the Commission's Report
is practically unanimous.
